Hertfordshire Training Support Fund
HCPA administers the Hertfordshire Training Support Fund (previously known as mandatory funding grant) on behalf of Hertfordshire County Council (HCC) to support development of care staff working in the private, voluntary, and independent social care sector in Hertfordshire. This includes managing the approval process for funding applications.
The fund provides financial contributions towards high-quality training delivered by “Approved In-House Trainers” or Hertfordshire “Assured Training Partners”. Funding is available for selected training topics, subject to availability.
Please note that the Hertfordshire Training Support Fund is intended to assist with training costs but does not cover the full expense. Providers are encouraged to explore all available funding and training opportunities in Hertfordshire to minimise costs. The funding available in 2025/26 is lower than in previous years due to system reductions, however we are pleased to still make some funding available for providers.

Terms & Conditions
- The Hertfordshire Training Support Fund is available exclusively for eligible Hertfordshire Adult Care providers, covering Hertfordshire-based sites and staff.
- Access to this funding is restricted to HCPA members for their Hertfordshire workforce.
- Providers may only claim funding for staff members who work at their site.
- The following training courses qualify for funding:
- Adult safeguarding
- Care Planning and Recording
- Caring for individuals living with Dementia
- Fire safety
- Food hygiene
- Infection prevention and control
- Medication administration
- Mental Capacity
- Moving & Assisting people
- Supporting Autistic individuals
- Supporting individuals with a Learning Disability
- Funding may be claimed at the following rates for eligible courses:

Approved In-House Trainers | £15 per delegate | £30 per delegate |
Teaching time does not include breaks.
- Funding is limited and will be distributed on a first-come, first-served basis.
- Each provider site can claim up to £500 per financial year while funds remain available. However, there is no guarantee that all providers will be able to claim the full or any amount, as funds will be allocated on a first-come, first-served basis.
- Additional funding may become available and will also be distributed on a first-come, first-served basis, subject to any caps. Details will be communicated via the HCPA website and other channels.
- The scheme’s funding may be closed at any time without notice.
- To receive funding, providers must submit accurate and fully completed claim forms on time. Only complete and accurate claims will be processed.
- Claims are not guaranteed, and funding is subject to availability.
- Claims cannot be made for training delivered by Assured Training Partners which is free or funded by any other means.
- Payment terms between providers and external training organisations remain a commercial decision.
- HCPA accepts no liability towards any disputes between trading partners.
- HCPA cannot guarantee funding, and payments are made retrospectively. Providers must ensure they can cover the full training cost before engaging a training provider.
- If an HCPA member has outstanding training fees exceeding 30 days from the invoice date, these will be deducted from any grant payments made through the scheme.
- HCPA reserves the right to void claims if the provider:
- Has violated these Terms & Conditions.
- Has acted fraudulently.
- Has unresolved or historical debts to HCPA.
- HCPA’s decisions regarding claim suspensions are final, following the completion of the appeals process.
- These Terms & Conditions are subject to periodic updates, which will be available on the HCPA website.
