HCPA quality assures “In-House Trainers” that deliver high-quality training to their own staff in Hertfordshire and are expected to meet the minimum learning outcomes as set out by national guidance/ frameworks.
The HCPA “Approved In-House Trainer” service ensures care providers and HCC can trust the quality of education provided, ultimately supporting the delivery of exceptional, person-centred care.

Terms & Conditions (2025/26)

The following outlines the responsibilities and expectations of HCPA “Approved In-House Trainers”, ensuring the highest standards of education and care delivery across the sector.
Successful applicants will be able to use the “Approved In-House Trainer” logo in accordance with HCPA guidelines.
Appication fees:
Individual trainer rate: £125.
Group rate: £500 for up to five trainers, with additional trainers at £125 each.
Application
By applying, applicants agree to:
- Provide accurate and verifiable information and evidence in their application.
- Encourage care professionals to register with the Care Professional Academy at careprofessional.co.uk when issuing certificates.
- Issue training certificates promptly, including as a minimum:
- delegate’s name
- course title
- learning outcomes
- course duration
- validity period
- trainer’s name
- Ensure trainers maintain up-to-date subject knowledge.
- Deliver training that is current, safe, and reliable, aligning with national standards and frameworks
- Incorporate local context into education programmes
- Attend at least 2 CPD Network/forums sessions, facilitated by HCPA
- Provide evidence of trainer competence in both teaching and subject area.
- Maintain knowledge in subjects delivered.
- Trainers must meet one of the following:
- Achieved an HCPA Train the Trainer (TtT) programme. (Approved for specific topics)
- Hold an Award in Education and Training (AET) with up-to-date CPD. (Approved for wider topics with relevant CPD)
- Deliver content that is safe, valid and reliable.
- Ensure that risk assessments are conducted in relation to training venues where applicable.
- Ensure Hertfordshire County Councils Safeguarding Framework (or any subsequent framework identified by HSAB as best practice) is implemented in its operations.
- Allow HCPA to conduct quality assurance activity at any time.
Quality Assurance
- HCPA reserves the right to carry out observations of teaching and learning at any time as it sees fit. These could be either scheduled or unannounced.
- Observers of training will evaluate training effectiveness based on;
- Planning & learning objectives
- Resources & activities
- Differentiation & challenge
- Assessment & feedback
- Trainer expertise
- Equality, diversity, and inclusion
- Health & safety
- Safeguarding
- Learner progress
- Feedback will be provided, and if necessary, action plans devised to be implemented.
- In-House Trainers may appeal decisions made by HCPA
Compliance
- HCPA reserves the right to suspend or revoke Approved status if it is believed a trainer/care provider:
- Has violated HCPA terms and conditions.
- Has acted fraudulently.
- Misuses the HCPA “Approved In-House Trainer” logo
- Misuses the CPA logo
- Provides inadequate training.
- Has unresolved or historical debts to HCPA.
- Is subject to a safeguarding concern.
- HCPA’s decisions regarding suspension are final following the appeals process. No refunds will be issued.
